The Northeast Early Childhood Council (NECC) serves the towns of Brooklyn, Canterbury, Killingly, Plainfield, Putnam, Sterling & Thompson. Our Mission: All children, prenatal through age ten, in our communities are healthy, safe and successful learners. The NECC serves as the Local Governance Partner (LGP) for Early Start CT(ESCT) programs in our seven towns, acting as the communities early childhood hub. NECC connects families to resources and strengthens early childhood services as the region’s early childhood hub.
